Buying Before Selling in Virginia Beach and Hampton Roads
Program and regulatory figures verified September 19, 2026. Details change; confirm your scenario with us.
Hampton Roads has a solid market and an unusual constraint: for a large share of movers here, the date is set by orders rather than by preference.
The numbers
Virginia Beach carried a typical home value of $373,040 for the month ending August 2026, up 2.9% over the year, with a mean 46 days to pending. That is inside the national benchmark of 53 and up only two days year over year.
The typical value sits within a few thousand dollars of the national figure of $368,697, which makes Hampton Roads a fairly mainstream market on price with a modest speed advantage on timing.
When the date is not yours to choose
Hampton Roads has one of the largest military concentrations in the country, and a permanent-change-of-station timeline is a different planning problem from an ordinary move-up.
The report date is fixed, often with limited notice, and it does not flex because a house has not sold. That inverts the usual advice. Normally we talk about sizing an overlap against a realistic marketing time. Here the marketing time is whatever it is, and the constraint is that you have to be somewhere else by a date.
We will not pretend that changes underwriting, because it does not. Both housing payments still count in your ratios until the departing home closes. What it changes is which structures are realistic:
- Carrying both payments works if income supports it, and at 46 days the expected carry is not long.
- Renting the departing home removes the dependence on a sale date entirely, which is often the right answer when the move date is externally fixed. Virginia's tenancy rules are uniform statewide, so this does not vary by city. See the rental conversion page.
- A short bridge sized to a specific sale week is the structure most exposed if orders and the market disagree.
If you are financing with a VA loan, entitlement and occupancy questions interact with all of this, and they are worth raising on a first call rather than late.
Seven independent cities in one metro
Hampton Roads is where Virginia's independent-city structure is at its densest. Virginia Beach, Norfolk, Chesapeake, Portsmouth, Hampton, Newport News and Suffolk are all independent cities, not parts of surrounding counties.
Each sets its own real estate tax rate and adopts its own tax relief ordinance under Va. Code § 58.1-3210, with its own age threshold, income limit and net worth limit. Moving from Norfolk to Chesapeake is a move between tax regimes even though it is a short drive.
All of them use the $832,750 baseline conforming limit, so that part is consistent across the region.
Recording costs
If equity has to do the work, the instrument sets the rate: 25 cents per $100 for a new deed of trust, 18 cents per $100 on the first $10 million for a refinance of already-taxed debt, or only the increase on a supplemental, plus a local third under Va. Code § 58.1-814. At Hampton Roads price points the difference between routes is modest but real. Run it on the calculator.
Frequently asked questions
How long do homes take to sell in Virginia Beach?
A mean of 46 days to pending for the month ending August 2026, inside the US benchmark of 53, and up only two days over the year. Typical values rose 2.9% over the same period.
I have PCS orders. What buy-before-you-sell structure works best?
Usually one that does not depend on the departing home selling by a particular week. Carrying both payments works where income supports it, and renting the departing home removes the dependence on a sale date entirely. A short bridge sized to a specific week is the most exposed if the market and your orders disagree.
What is the conforming loan limit in Hampton Roads?
$832,750 for a one-unit property in 2026, the national baseline, across Virginia Beach, Norfolk, Chesapeake, Portsmouth, Hampton, Newport News and Suffolk. Only Northern Virginia and Fredericksburg-area jurisdictions exceed it in Virginia.
Does tax relief differ between Norfolk and Chesapeake?
It can. Both are independent cities and each adopts its own relief ordinance under Va. Code § 58.1-3210, setting its own age threshold, income limit and net worth limit. A short move between Hampton Roads cities can be a move between different tax relief regimes.
