Virginia tests net worth, not just income. For someone about to sell a house and hold the proceeds, that is the detail that matters and the one nobody mentions.
There is no Virginia program to look up
This is the first thing to understand and it frustrates people who expect a state answer. Va. Code § 58.1-3210 authorises the governing body of any county, city or town to provide for exemption from, deferral of, or a combination of exemptions and deferrals of real estate tax for qualifying older and disabled owners, on such conditions and in such amount as the ordinance may prescribe.
That phrase, "as the ordinance may prescribe", is doing an enormous amount of work. The age threshold, the income limit, the net worth limit, the relief amount and the filing procedure are all local choices.
Section 58.1-3212 then authorises localities to establish net financial worth or annual income limitations as a condition of eligibility, and lets them determine whether to include or exclude certain sources of income and certain assets in those calculations.
So the correct question is never "does Virginia offer relief". It is "what has this specific county or city adopted", and the answer changes across 133 jurisdictions.
The net worth test, and why a move puts it in play
Most states that offer this kind of relief test income. Virginia lets localities test net financial worth as well, and that is the provision a move can trip.
Think about what a buy-before-you-sell transaction does to a balance sheet. Before the sale you own two properties, one financed. After the sale you hold proceeds, possibly a large amount of cash, until it is redeployed. Depending on what your locality counts and when it measures, that can look different from the year before.
We are not going to tell you how your county will treat it, because the statute expressly leaves that to the ordinance. What we will tell you is that the question exists, that the answer is local, and that the right time to ask your commissioner of the revenue is before you structure the move rather than the following spring.
Relief may cover the dwelling and the land it sits on, not exceeding ten acres. For most suburban moves that is not a constraint; on a larger parcel it can be.
One citation to be careful with
A lot of published summaries of Virginia senior tax relief cite § 58.1-3211 for the income and net worth limits. That section was repealed in 2011. The live provisions are §§ 58.1-3210, 58.1-3211.1 and 58.1-3212.
We mention it because if a page you are reading cites the repealed section, it predates the change and its numbers are worth nothing. We also deliberately do not publish specific Fairfax or Arlington thresholds here, for the same reason in reverse: those are ordinances, they move, and a stale figure for your actual locality is worse than a pointer to the office that administers it.
What it changes about the financing
If you currently receive local relief, the payment we should be modelling on your next home is the payment without it, unless you have confirmed with the destination locality that you will qualify there. Since relief is an exemption or a deferral rather than a rate change, the difference can be substantial and it repeats annually.
And if the destination is a different county or city, treat the program as unknown until you have checked. Adjacent Virginia jurisdictions genuinely differ.
