Step one: confirm how short your overlap really is

In most states this step is a warning. In Virginia it is usually encouragement, which is worth saying out loud.

For the month ending August 2026 the typical US home went pending in 53 days. Richmond took 26, Harrisonburg 28, Staunton 30, the Washington DC area 35, Blacksburg 40, Winchester 43, Virginia Beach 46, Roanoke and Charlottesville 47, Lynchburg 49. Danville at 62 was the only metro slower than the national figure.

Days to pending measures list to pending, so add your closing period. Even so, most Virginia sellers are planning around weeks rather than months. Two exceptions belong in the plan: Winchester's figure rose 10 days over the year, the largest deterioration in the state, and Danville is genuinely slower. Table on the market page.

Step two: the two-payment test

Can documented income support both housing payments at once, alongside your other obligations? In a state where the overlap is measured in weeks, more households clear that bar than elsewhere, and the simplest structure becomes genuinely available.

If you currently receive local real estate tax relief, model the next home without it unless you have confirmed you will qualify in the destination locality. That is not a formality in Virginia, because the program is a local ordinance rather than a state entitlement.

Step three: if equity has to do the work, choose the instrument deliberately

This is the Virginia-specific step. Three routes, three rates.

  • New deed of trust (bridge loan, first-time line): 25 cents per $100 secured, § 58.1-803(A).
  • Refinance of existing already-taxed debt: 18 cents per $100 on the first $10 million, stepping down above that, § 58.1-803(E).
  • Supplemental increasing an existing deed of trust: tax on the added amount only.

Step four: check the locality, twice

Virginia has 133 jurisdictions in the federal loan-limit file, including 40 independent cities. Two things turn on which one you are in.

Conforming limits split hard. Seventeen Northern Virginia and Fredericksburg-area jurisdictions sit at the national ceiling of $1,249,125, Madison County is $1,209,750, and everywhere else including Richmond, Virginia Beach, Norfolk, Roanoke and Charlottesville uses $832,750. See the jumbo page.

Step five: if you might rent the departing home

Here Virginia gets simpler rather than harder. The VRLTA applies to all jurisdictions in the Commonwealth, covers occupancy in all single-family and multifamily dwelling units, and may not be waived or modified by any locality. One framework, statewide.

Federally, for applications dated on or after November 1, 2026, B3-3.8-05 requires market rents rather than a lease, states that lease agreements are not permitted for any departing residence, and treats a positive figure as an offset against that property's own payment.
