Most of this site is about a decision other lenders do not raise: in Virginia, three different ways of reaching the same equity carry three different tax rates.
Start with the part that is simply good news
Buying before selling is riskier in some places than others, and Virginia is currently at the easy end of that range. We would rather say so than manufacture urgency.
For the month ending August 2026 the typical US home went pending in 53 days. Richmond took 26. Harrisonburg 28, Staunton 30, the Washington DC area 35, Blacksburg 40, Winchester 43, Virginia Beach 46, Roanoke and Charlottesville 47, Lynchburg 49. Only Danville, at 62, was slower than the national figure.
Over the same year, values rose in every one of those metros. Staunton up 4.9%, Blacksburg 3.7%, Roanoke 3.6%, Lynchburg 3.1%, Harrisonburg 3.0%, Virginia Beach 2.9%, Richmond 2.6%.

The wrinkle, and it is worth real money
Virginia taxes the recorded instrument, and it taxes three kinds of instrument at three different rates.
- A new deed of trust, which is what a bridge loan or a brand-new home equity line is, pays 25 cents on every $100 of the obligation secured.
- A deed of trust securing the refinancing of an existing debt on which the tax has already been paid pays 18 cents per $100 on the first $10 million, then steps down.
- A supplemental instrument increasing an existing deed of trust is taxed only on the portion above the original amount.
A locality may add a recordation tax equal to one-third of the state figure on top of any of those.
So the question "how should I reach my equity" has a tax answer in Virginia as well as an affordability answer, and the two do not always point the same way. Worked through with numbers on the recordation page.

Why we keep asking which locality
Virginia has 133 jurisdictions in the federal loan-limit file, including 40 independent cities, which is a structure no other state we build for has.
That matters twice. Conforming limits split sharply: 17 Northern Virginia and Fredericksburg-area jurisdictions sit at the national ceiling of $1,249,125 while Richmond, Virginia Beach, Norfolk, Roanoke and Charlottesville all use the $832,750 baseline. And real estate tax relief for older owners is designed entirely at the local level, with each governing body setting its own income and net worth limits by ordinance.

Is buying before selling risky in Virginia right now?
Less than almost anywhere else. For the month ending August 2026 every Virginia metro except Danville went pending faster than the US benchmark of 53 days, with Richmond at 26, Harrisonburg at 28 and Staunton at 30, and values rose in every metro tracked. A short overlap on an appreciating asset is the most favourable combination for this strategy.
What does Virginia charge to record a bridge loan or home equity line?
A new deed of trust is taxed at 25 cents on every $100 or portion thereof of the obligation secured, under Va. Code § 58.1-803(A). A locality may add a recordation tax equal to one-third of the state amount under § 58.1-814, which brings the combined figure to roughly $3.33 per $1,000 secured.
Is a refinance taxed differently from a new loan in Virginia?
Yes. Where the deed of trust secures the refinancing of an existing debt on which the tax has already been paid, § 58.1-803(E) applies a reduced graduated schedule beginning at 18 cents per $100 on the first $10 million. A supplemental instrument increasing an existing deed of trust is taxed only on the amount added above the original.
Which Virginia counties have the higher conforming loan limit?
Seventeen jurisdictions sit at the national high-cost ceiling of $1,249,125 for 2026: Arlington, Clarke, Culpeper, Fairfax County, Fauquier, Loudoun, Prince William, Rappahannock, Spotsylvania, Stafford and Warren counties, plus the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, Manassas and Manassas Park. Madison County is $1,209,750 and the rest of Virginia uses the $832,750 baseline.
Does Virginia have a statewide property tax break for seniors?
No, it is a local option. Under Va. Code §§ 58.1-3210 and 58.1-3212 each county, city or town may adopt its own ordinance providing exemption, deferral or a combination, and may set its own net financial worth or annual income limits. Note that § 58.1-3211, which older summaries cite for those limits, was repealed in 2011.
